Blizzard confirmed the news in a post on their Burning Crusade Classic forums. The servers are set to be refreshed along with the Wrath of the Lich King pre-patch and will let players begin at level 1 but with access to the new abilities and the new talent trees which were added in Wrath of the Lich King. "In addition to fulfilling the request that we've received from players for quite a while and we're expecting there to be a number of new Classic players who will be joining to play for the very first times in Wrath of the Lich King Some of them may be concerned about the fact that they'll feel left behind," Blizzard's forum post states. "Fresh start realms should provide these players the chance to feel as though they're on the same level as everyone else."
There will be a few restrictions when creating characters on a new start server. For at least 30 days following the initial launch, new players won't be eligible to receive the character boost for a fee, and fresh start servers won't be able to accept transfers of other servers over the same period of time.
Players interested in playing in the game of Death Knight in Wrath of the Lich King Classic will need to attain level 55 on a character in new start servers prior being able to create a Death Knight character on that server. There is no requirement for this on other Wrath of the Lich King servers, as players will be able to create one Death Knight on any server without the need for a cheap WOW WOTLK Classic Gold level 55 character.
